MANILA – An Executive Order (EO) is being drafted to institutionalize the National Employment Restoration Strategy (NERS) 2021-2022 to restore jobs in the labor market and improve the skills of the local workforce, said a palace official on Tuesday

In a virtual press conference, Cabinet Secretary Karlo Nograles said the NERS was open during the 52nd Cabinet meeting chaired by President Rodrigo Duterte on Monday evening in the Malacañan Palace discussed and approved

“Another initiative that was discussed yesterday (Monday) was the NERS (National Employment Recovery Strategy) 2021-2022 An Executive Order (EO) is being prepared to institutionalize the NERS task force and oversee all of these efforts “he said

Nograles said the NERS aims to help create a political environment that encourages the creation of more employment and entrepreneurship opportunities

It is also expected to improve employability and productivity of workers as it supports existing and emerging businesses

“The strategic framework of the NERS is based on the following pillars: stimulating the economy and employment; Business, job and income support; Protection of workers in the workplace and trust in social dialogue to encourage innovative solutions, ”he said

Previously, the government set up the NERS Task Force to cut jobs across industries due to the negative effects of the Covid-19 pandemic

The NERS Task Force is led by the Ministry of Trade and Industry and jointly led by the Ministry of Labor and Employment and Technical Education and Skills Development

One of the policy considerations that the NERS Task Force initially discussed is the emphasis on the need for a whole-of-government approach that will help create job creation and encourage more investment in key government policy and program interventions the affordability of testing requirements for restarting the tourism industry; and the call for policies to strengthen finances through measures that facilitate access to finance for pandemic businesses

At the height of the community’s quarantine measures, the unemployment rate hit a record high of 17.7 percent

The unemployment rate fell to 10 percent in July 2020 and to 8 percent, 7 percent in October 2020
